After the overthrow of the Siad Barre regime in Somalia in 1991, the country experienced state fragmentation and disintegration. Since then, warlords and militia groups, some of which identify as Islamist, have controlled large swathes of territory. Since 2006, the terrorist group Harakat Al-Shabaab al-Mujahideen (known popularly as Al-Shabaab) has increasingly controlled greater portions of South-Central Somalia and has launched numerous regional terrorist attacks. 3 In 2011, Kenya, alongside the Somali Federal Government, deployed forces to try to curb the threat.' They later merged with the African Union Mission in Somalia ("AMISOM") and launched major military offensives against Al-Shabaab.
