Counter-Terrorism Security

Canada’s Integrated National Security Enforcement Teams (INSET), operated by the RCMP, have been an integral part of Canada’s post-9/11 counter-terrorism apparatus for a little over a decade. As with analogous institutions in other countries, the goal of the INSETs was to counter the problem of 9/11, diagnosed as a failure to connect the dots, by bringing together all relevant stakeholders into common institutions. This paper is a first step in studying their emergence and evolution.
