Singapore faces an ongoing terrorist threat from the al-Qaida-linked Muslim militant group Jemaah Islamiyah (JI). JI’s original campaign aimed to establish an Islamic state in Indonesia, but it developed a more global jihadist orientation after some of its fighters participated in the anti-Soviet jihad in Afghanistan in the 1980s. During that conflict, JI’s fighters came into contact with militants who would later form al-Qaida.
