Terrorism Rule of Law

The terrorist attacks of 11 September 2001 and subsequent attacks in many other parts of the world have resulted in an increased emphasis on anti-terrorism efforts at all levels of governance. Although many countries had experienced terrorism before 9/11, the prevention of terrorism has since emerged as one of the major tasks of domestic governments and regional and international organizations; as has the need to prevent the abuse of state power in the pursuit of an anti-terrorism agenda. By anti-terrorism law and policy, then, we mean not only efforts to empower governments to prevent and respond to terrorism, but the corresponding need to constrain abuses of those powers.
